The focus should be highlighted, overall planning should be done, implementation should be phased, and the goal of achieving full greening should be accelerated. By 2024, the city's forest coverage rate should reach 47%, and the forest stock volume should reach 40 million cubic meters.

　　The meeting required grasping the work focus to achieve new breakthroughs in the Green Full Xiangyang Action. It should closely revolve around five major ecological projects, accelerate greening through demonstration projects, promote urban greening and quality improvement, carry out rural greening actions, extend corridor greening, and optimize water system greening. It is essential to promote the integration of urban and rural greening, aiming for a greening coverage rate of 40% in urban built-up areas and a proportion of evergreen trees reaching 50%. The development of the forestry special industry should be strengthened, supporting greening through industries that enrich the people, and breakthrough development of native tree species seedlings should be pursued. The goal is to develop over 10,000 acres of quality native tree seedling bases in the city within three years, producing over 10 million seedlings annually, and actively explore the integration model of 'forestry and tourism'. Protection should be prioritized, strengthening the quota management of forest land use and the quota management of timber harvesting, while being highly vigilant and preventing forest fires and pest diseases that could damage forest resources, ensuring stricter management to guarantee greening.

　　The meeting emphasized that to ensure the timely achievement of the annual and five-year goals of the Green Full Xiangyang Action, all regions must effectively strengthen organizational leadership, earnestly implement the decision of the Municipal People's Congress on promoting the Green Full Xiangyang Action, enhance work measures, take initiative, and ensure responsibilities are shouldered and tasks are implemented. Planning should be prioritized, scientific afforestation should be adhered to, projects should be actively sought, mechanisms should be innovated, assessments should be strengthened, supervision should be rigorously enforced, and solid progress should be made to ensure the effectiveness of the Green Full Xiangyang Action. Goals and tasks should be firmly grasped, and challenges should be bravely tackled, addressing the issues of 'where the land comes from' and 'where the money comes from'. The focus should be on increasing greening of the land, increasing farmers' income, and enhancing the efficiency of village collective economies, actively exploring and implementing precise policies, tapping into the potential of forestry development, and truly transforming green mountains and clear waters into mountains of gold and silver.
