Requirements for the safety technology of pressure vessels

1. Regarding the technical requirements for cryogenic pressure vessels.

  1. To prevent accidents caused by excessive filling of the tank, the design and manufacturing units should propose measures to control the maximum filling capacity of the tank and inform the user unit. The manufacturing unit should equip fixed cryogenic pressure vessels with a geometric volume of less than or equal to 10m3 with a filling limit device.

  2. For mobile pressure vessels containing liquefied natural gas (LNG), when using self-pressurization for unloading, the design pressure of the tank must not exceed 1.0MPa.

  3. For cryogenic pressure vessels containing media with a boiling point not higher than -182℃, the manufacturing unit should require the thermal insulation material manufacturer to submit a qualified test report on the compatibility of thermal insulation materials with oxygen issued by a national quality inspection center with corresponding qualifications.

  4. Cryogenic pressure vessels storing liquid oxygen should consider avoiding the accumulation of C and H compounds in structural design to prevent the risk of tank explosion.

  5. When calculating the external pressure of the inner container of cryogenic pressure vessels, the external pressure calculation pressure should be determined by the designer based on the maximum internal and external pressure difference that may occur during manufacturing, transportation, loading and unloading, inspection and testing, or other working conditions, and there is no lower limit value for external pressure calculation pressure of 0.1MPa or 0.04MPa.

  2. Regarding the selection of materials for mobile pressure vessels containing stress corrosion media.

  1. For tanks containing anhydrous ammonia with a water content of less than 0.2%, low carbon steel and low alloy high-strength steel must not be used. For tanks containing anhydrous ammonia with a water content slightly higher than 0.2%, when using low carbon steel and low alloy high-strength steel, materials with a specified yield strength of less than or equal to 370MPa and a measured tensile strength of less than or equal to 630MPa should be selected, with the usage state being normalizing, and tempered steel must not be used.

  2. For tanks containing other stress corrosion media, the selection of materials should meet the requirements of the "Safety Technical Supervision Regulations for Mobile Pressure Vessels" and the product standards on which the design is based. Otherwise, design and manufacturing can only proceed after a new material technology review.

  3. Regarding the design parameter scheme for mobile pressure vessels for ethylene oxide.

  Design and manufacturing units of tank trucks and tank containers that have passed the technical review for ethylene oxide media should ensure that their products comply with the new design parameter scheme specified in the "Special Technical Requirements for Mobile Pressure Vessels for Ethylene Oxide" from the date of this notice. Those that do not meet the requirements must not be manufactured or pass supervision inspection.

  4. Regarding the sale of media during the trial filling period of air separation devices.

  1. Units applying for trial filling of mobile pressure vessels for air separation production devices should obtain relevant engineering planning permits and receive safety condition review opinions and safety facility design review opinions, while providing documents that allow the enterprise to conduct trial production in accordance with laws and regulations. The sales scope of the media for trial filling (the trial filling period is the same as the trial production period of the construction project) can be sold after being limited by the filling permit acceptance unit based on expert review opinions.

  2. Upon expiration of the trial filling period, after passing the evaluation and review, before issuing the filling permit, the issuing authority should also verify whether the filling unit has obtained the business license (for projects that do not require hazardous chemical business licenses, a safety production license should be obtained).
