Xiangyang City accelerates the implementation of the Han River fishing ban and the transition of fishermen to other industries.

On June 28, after the national and provincial governments held a video conference to promote the ban on fishing in key waters of the Yangtze River Basin and the resettlement and support for displaced fishermen, our city immediately convened a meeting to arrange and deploy the ban and resettlement work. The Deputy Secretary of the Municipal Party Committee and Mayor Qie Yingcai emphasized the need to firmly implement the important instructions of General Secretary Xi Jinping and the decisions and deployments of the Party Central Committee and the State Council, to fulfill the work requirements of the Provincial Party Committee and Provincial Government, further enhance awareness, clarify tasks, strengthen responsibilities, and accelerate the ban on fishing in the Han River, as well as implement the transition of fishermen to other industries.

  Qie Yingcai stated that the Party Central Committee and the State Council attach great importance to the ban on fishing in the Yangtze River and the resettlement and support for fishermen. General Secretary Xi Jinping has made important instructions six times, emphasizing that the ban on fishing in the Yangtze River is an important decision for the overall situation and for future generations. The Han River is a major tributary of the Yangtze River and is the 'mother river' of the people of Xiangyang, serving as an important barrier for maintaining ecological safety in our city. Accelerating the promotion of the ban on fishing in the Han River and implementing the transition of fishermen to other industries is a concrete action to implement General Secretary Xi Jinping's important instruction of 'jointly promoting major protection and not engaging in major development', and is an urgent need to achieve the transformation and upgrading of our city's fisheries and sustainable development, making Xiangyang's water clearer, mountains greener, industries more optimized, and people's lives better. The entire city must unify its thoughts and awareness, raise its political stance, actively and orderly promote, and ensure the timely completion of tasks.

  Qie Yingcai emphasized that according to national policies and provincial government requirements, the Han River section in Xiangyang must be fully banned from fishing and transitioning by 2020. The central urban area and Xiangzhou District must consolidate the achievements of resettling fishermen and ensure that 'fishing is banned, stability is maintained, livelihoods are protected, and there is no rebound'. Laohokou, Gucheng, Yicheng, and Nanzhang should learn from the successful experience of the central urban area and complete the ban and transition work by the end of July, achieving the recovery of fishing boats and nets, bringing fishing boats ashore, and fully prohibiting productive fishing; it is essential to ensure that 'county-level main responsibilities are implemented, records are established, fishing boat transitions are implemented, fishermen's livelihood guarantees are in place, and fishery law enforcement supervision is effective'. Illegal fishing activities must be severely punished, fishery law enforcement must be strengthened, and the order of the ban on fishing must be effectively maintained to consolidate the results of the ban.

  Qie Yingcai requested that the governments of all counties (cities, districts) earnestly fulfill their main responsibilities, accurately identify subsidy targets, ensure that funds are in place, and carefully arrange work promotion. It is necessary to strengthen organizational leadership, organically connect the ban on fishing and the implementation of the river and lake chief system, and establish and improve the joint meeting mechanism for the ban and transition work in the key waters of the Han River Basin; strengthen funding guarantees, publicity guidance, and accountability, and seriously hold accountable those responsible for slow progress, failure to complete tasks on time, or causing serious consequences due to shirking responsibility, falsification, or ineffective measures.
